Your settings are correct, and the session works correct, too. 

I just did a test myself with the same settings and discovered that the
problem is elsewhere:
If you send mail from your gmail address to your gmail address, then
this mail will not show up in your gmail inbox (and thus it is not
available for POP3 clients), but in your gmail sent-mail folder instead,
which is accessible only from the web frontend.
Try to send the same mail to some other or additional mail addresses of
yours (if available); that works as expected: you'll see all the mails
except the one to the gmail address, and this can be found in the 
sent-mail folder.

No, a server that rejects a mail due to blacklisting (or any other
reason) must not use the 250 code according to the RFCs.
